to recruit the Wei Hai Wei Guards.

An Officer has

already been sent to India to recruit the Indian Guards,

but certain Indian Guards are already available in the

Colony and are being specially trained. I beg also to

your

draw/attention to the following extract from my minute to

H.E. the Officer Administering the Government, which was

also approved: -

"8 The Guards scheme provides therefore for the

employment of Hong Kong Police except in the

case of the Indians and White Russians and in the

case of the Indians the men provided will form a

section of the Special Guards already employed by

the Government (50 in all). It will therefore

be possible in the case of all ranks except the

White Russians to supplement men from the Police

or Special Guards in place of men specially

recruited should the necessity arise. It has

been pointed out to me that some margin for

sickness and casualties should be provided in the

case of White Russians. I agree that such a

margin is necessary. I propose if approved, to

engage 25 White Russians in all, 4 being available

for Government use and provided by Government,

unless and until required to replace casualties.

The number of Russians, however, to be maintained

at a strength of not less than 25".

You will see therefore, that a margin of 4 Russians have

been provided, not chargeable to the Shipping Companies,

so that it is hoped that the 21 required may always be

available.
